UK MRV

  • On January 1, 2021, following Brexit, the EU regulation (Regulation (EU) 2015/757 on the monitoring, reporting, and verification of carbon dioxide emissions from maritime transport) ceased to apply to ships calling at UK ports. As a result, the UK has established its own regulations regarding the monitoring, reporting, and verification of carbon dioxide emissions in maritime operations.
    These regulations apply to commercial vessels exceeding 5,000 gross tons (GT) calling at UK ports. Voyage information between EU and UK ports is reported within the EU MRV regulation to avoid duplicate reporting. However, certain activities are exempted from reporting, including bunkering, replenishment of supplies, crew changes, entry or docking solely for the purpose of ship repair, as well as situations involving refuge, search and rescue operations, and transit between vessels outside the port due to distress or emergency.
    All shipping companies operating vessels falling under the scope of these regulations are required to monitor and report port call information, including date and time of arrival and departure, emission factors, CO2 emissions, distance travelled, time spent at sea, cargo carried, and transportation work. These reports should be submitted in accordance with the on a per-voyage and annual basis.

    The Korean Register officially obtained accreditation from UKAS, the United Kingdom Accreditation Service in 2023.
  • Assessment of Monitoring Plan
    The monitoring plan is the same as the monitoring plan of the EU MRV except for the change of "EU MRV Procedure" to "MRV Procedure" and the change of "EU MRV Regulation" to "MRV Regulation" and the electronic template of ER* and submission method of emission reports*. For ships falling under the scope of UK MRV Regulation for the first time after 1 January 2022, a monitoring plan should be submitted and approved within 2 months after each ship's first call in UK port.
    The monitoring plan shall consist of a complete and transparent documentation of the monitoring methods being used for the ship concerned and shall contain at least the elements as written in Article 6 of Regulation (EU) 2015/757.
    The company can submit an Monitoring Plan that integrates EU MRV and UK MRV, and KR has qualified it within the Quality management system.
    * The electronic template of the emissions report will be provided by the UK Secretary of State on the gov.uk website

  • Verification of Emission Report
    Starting 2023, by 30 April of each year, companies shall submit an emission report concerning the CO2 emission and other relevant information for the entire reporting period for each ship satisfactorily verified by Korean Register(KR). After that, the verified Emissions Report must be submitted to UK Administration by April 30th*.
    The Emissions Report should include completed and standardized annual aggregated data, including at least the elements specified in Article 11 of Regulation (EU) 2015/757.
    KR verifies emission report and issues a document of compliance (DOC) for the ship concerned if the verified report complies with the requirements as written in Article 6-10, Annex I and Annex II of Regulation (EU) 2015/757.
    * The UK Department for Transport plans to establish an online reporting system by 2025. Verification will be conducted annually from 2022 to 2024, and once the verification process is completed, the information should be reported collectively through the online reporting system.
