  • Introduction
    • In accordance with the amendments of MARPOL(International Convention for the Prevention of Marine Pollution from Ships) annex VI that were adapted at 76th session of MEPC(Marine Environment Protection Committee), Carbon Intensity Indicators (CII) regulation of ships(subject to MARPOL Annex VI reg 26.3) of 5,000 gross tonnage and above engaged on international voyages will be come into from Jan 01st 2023.
    • The ships subject to the CII rating to develop a SEEMP Part III, which includes "CII calculation methodology", "Plan for data collection and data quality", "Required CII for next 3 years”, “3-year implementation plan", "Process for self-evaluation and improvement", “Review and update of SEEMP Part III” and “Plan of corrective actions(If applicable)”. It should be approved by Administration or ROs by December 31st, 2022 and issued Confirmation of Compliance (CoC) should be kept onboard as well. From year 2024, each vessel will be given a CII rating (A,B,C,D or E) based on the reported IMO DCS data for year 2023.
    • If a ship’s CII rating is an one E rating or D rating for three consecutive years, the revised SEEMP Part III including the plan of corrective actions to achieve the required CII should be re-developed and approved by Administration or RO.
    • It will be important to achieve a high CII rating for ships, as ships with high CII rating will become more competitive. Those ships with low CII rating may be withdrawn from the market.
    • In order to comply with the CII, a ship has to consider both technical approach in terms of efficiency and input cost and an operational approach in terms of whether it is controllable or uncontrollable when establishing the countermeasures.
